680 boot up problem

I have a 680 with BizTouch 3 phones. My base station died one day and since I was no longer under warranty, my option was to buy a new unit from Bizfone. I instead bought a refurbished unit off eBay and when I installed that one, it's giving me the exact same problem....

When I hook everything up and power on to run diagnostics, the unit appears to be booting up (I see a red light under the big blue button lighting/flickering for about 15 seconds. Then, it goes dark for 10. Then it flickers for another 15. This repeats indefintely and I never hear the voice greeting (I've waited as long as 45 minutes). I've tried pushing the blue button anyway, I replaced the internal battery, etc.

Its hard to believe I have two units malfuntioning in exactly the same way, isn't it? Any ideas welcome.
